HB 149 Summary: Nursing Licensure and Multistate Compact

• Enacts the Multistate Nurse Licensure Compact in Alaska, allowing registered nurses (RNs) and licensed practical nurses (LPNs) to practice across multiple states under a single multistate license with a multistate licensure privilege.

• Establishes separate fee structures for single-state nursing licenses versus multistate licenses, with fees calculated to cover actual regulatory costs for each license type.

• Creates the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, coordinate information sharing among states, and establish uniform rulemaking for the compact.

• Allows nurses holding multistate licenses to practice in other compact member states while remaining subject to each state's practice laws, with the home state retaining authority to take disciplinary action against the multistate license.

• Makes technical amendments throughout Alaska statutes to recognize nurses holding multistate licensure privileges in addition to those with state licenses, including in healthcare provider definitions and regulations.

• Takes effect July 1, 2024, with provisions for the Department of Commerce and Board of Nursing to adopt implementing regulations.
