Authorizes the Alaska Housing Finance Corporation to create subsidiaries for sustainable energy development financing, which the legislature declares serves a public purpose benefitting the state.

Removes the "affordable" restriction from housing financing purposes in subsidiary corporation creation, expanding to include all housing acquisition, development, management, and operation.

Requires subsidiaries managing sustainable energy development to consider state energy policy and prioritize energy efficiency and renewable energy for residential buildings, commercial buildings, and community facilities.

Empowers the corporation to provide no-cost technical assistance to municipalities on building energy codes and support or establish public, quasi-public, or nonprofit entities providing financial assistance for sustainable energy projects statewide.

Defines "sustainable energy development" to include renewable energy generation, building energy efficiency, electrical infrastructure improvements, clean transportation including electric vehicles, and greenhouse gas emissions reduction technologies approved by the corporation.
