SSHB 16 Summary

• Changes Medicaid optional services from discretionary ("may offer") to mandatory ("shall offer"), including adult dental services, case management, personal care, and other listed services.

• Removes chiropractic services from the list of optional services that must be provided.

• Restricts cost containment measures by prohibiting the department from implementing measures that eliminate program eligibility or reduce the scope of required or authorized services.

• Authorizes the department to apply for federal waivers and demonstration projects for innovative payment models, home and community-based services, and behavioral health improvements, with specific federal matching percentages up to 90 percent.

• Sets adult dental service benefits at a maximum of $1,150 per recipient per fiscal year and allows denture payments to be spread over not more than two fiscal years.
