Increases the percentage of Alaska Court System filing fees that can be appropriated to the civil legal services fund from 10 percent to 25 percent of the previous closed fiscal year's filing fees.

The civil legal services fund provides appropriations to organizations that deliver civil legal services to low-income individuals earning at or below 125 percent of federal poverty guidelines for Alaska.

Prohibits organizations receiving funds from using them to provide legal assistance for issues under AS 34.03 (Uniform Residential Landlord and Tenant Act).

Fund also receives appropriations from amounts deposited into the general fund under AS 09.17.020(j).

The fund is not a dedicated fund and requires annual legislative appropriations.
