Authorizes the State Board of Education to establish charter schools in school districts with procedures including an academic policy committee of parents, teachers, and school employees.

Increases state funding for correspondence study programs from 90 percent to 121.5 percent of average daily membership (ADM), plus multiplying correspondence intensive student count by 11.

Requires school districts offering correspondence programs to separately account for allocated funds, maintain financial records, and provide annual public reports on receipt and expenditure of correspondence program money.

Removes the department's authority to unilaterally offer a statewide correspondence study program; instead, the department may only offer one if required by the board.

Effective date is July 1, 2023, except Section 5 takes effect on the effective date of section 16, chapter 40, SLA 2022.
