Amends AS 47.14.100(a) to explicitly authorize the department to place children in state custody in nonprofit institutions providing care for children outside the state.

Removes the previous language that limited out-of-state placements to only agencies or institutions, clarifying that nonprofit institutions are now a permitted placement option.

Amends AS 47.14.112(d) to require the department's annual report on employee recruitment and retention to include the number of children placed in nonprofit institutions providing care for children outside the state.

The new reporting requirement must be included in the annual report delivered to the legislature by November 15 of each year, separate from other required reports under AS 18.05.020.
