Expands local option restrictions by adding a new category (6) that allows municipalities to prohibit alcohol sales except by restaurant, beverage dispensary, or municipally-operated package store licensees.

Requires endorsement holders shipping alcohol to restricted areas to consult a statewide database before shipping and immediately report shipments; maintains monthly limits of 10.5 liters of distilled spirits, 24 liters of wine, or 12 gallons of brewed beverages per purchaser.

Updates statewide database requirements to track alcohol purchases in municipalities or villages that have adopted local option restrictions under the new category (6) and existing categories.

Modifies ballot language and election procedures to include explanations of the new local option category (6) and clarifies application of restrictions to municipal-operated premises.

Becomes effective January 1, 2024.
