Amends AS 39.52.120(b) to add two new prohibitions on public officer conduct related to misuse of official position.

Prohibits use or authorization of state funds, facilities, equipment, services, or government assets for partisan political purposes, with exceptions allowing governor's residence for political strategy meetings and state aircraft use without charge to the state.

Prohibits taking or withholding official action against a private person unless based primarily on a justifiable public purpose related to the state's best interests.

Specifies that justifiable public purpose does not include consideration of a person's kinship, financial association, potential future benefits, public policy opinions, or political affiliation.
