Renames the Board of Certified Direct-Entry Midwives to the Board of Licensed Midwives and changes midwife credentials from "certified" to "licensed" throughout state law.

Increases board membership from two to three licensed midwives and allows for either a physician with obstetrical experience or a certified nurse midwife as the medical professional member.

Extends the Board of Licensed Midwives termination date from June 30, 2025, to June 30, 2027.

Prohibits the board from requiring licensed midwives to have nursing degrees, practice under supervision or collaboration, enter agreements with other providers, restrict practice locations, or limit educational pathways to licensure.

Requires health insurance plans that cover childbirth to provide coverage for home birth services provided by licensed midwives at reasonable rates, and mandates coverage for preconception, pregnancy, and postpartum care provided by licensed midwives.
