Renames the "State Commission for Human Rights" to the "Alaska State Commission for Civil Rights" throughout state law.

Grants the governor authority to remove commissioners for cause, including incompetence, neglect of duty, misconduct, and public statements or actions that undermine the commission's work, with required notice and opportunity for public hearing.

Requires the commission to produce a separate report by November 15 each year on civil rights problems encountered and make it publicly available electronically, rather than including results in an annual report.

Modifies the definition of "employer" to explicitly exclude nonprofit organizations, religious associations, religious corporations, and religious organizations from employment discrimination regulations.

Updates references to local civil rights commissions to use "civil rights" terminology instead of "human rights" throughout Alaska statutes.
