Removes exemptions that previously allowed vehicle owners to avoid liability for removal costs when the vehicle was abandoned without their permission or when the abandoner's identity was established.

Changes the requirement for peace officers and authorized employees to remove abandoned vehicles on highways or vehicular ways from discretionary ("may") to mandatory ("shall") within seven days of abandonment.

Maintains the discretionary authority to remove vehicles abandoned on private property.

Applies these amendments only to vehicles abandoned on or after the effective date of the Act.
