Requires public schools, postsecondary institutions, and private schools competing against public schools to designate each athletic team or sport as male/men/boys, female/women/girls, or coeducational/mixed.

Establishes that students participating in female/women/girls teams must be female, based on biological sex as determined by original birth certificate, defined as nonambiguous sex organs, chromosomes, and endogenous hormone profile at birth.

Prohibits governmental entities, licensing organizations, athletic associations, and school districts from taking adverse action against schools for complying with the sex designation requirements.

Allows students deprived of athletic opportunities due to violations to bring private lawsuits against violating schools within two years of the violation.

Permits schools and school districts to decline consideration of complaints brought against them for complying with the sex designation requirements, and protects those who report violations from retaliation through private cause of action.
