Exempts commercial vessels with valid U.S. Coast Guard documentation and an Alaska fishing license from state boat numbering and registration requirements under AS 05.25.055(i).

Amends AS 30.30.055(d) to direct proceeds from vessel sales to the general fund instead of the derelict vessel prevention program fund when the vessel owner cannot be found.

Repeals AS 30.30.095, AS 30.30.096 (the derelict vessel prevention program fund), and AS 37.05.146(c)(79).

Transitions any remaining balance in the derelict vessel prevention program fund to the general fund, subject to appropriation.
