CSHB 190(STA) - Alaska Sunset Commission

• Establishes the Alaska Sunset Commission in the office of the lieutenant governor, comprising 3 members appointed by the governor, 2 by the senate president, and 2 by the house speaker, all qualified in financial management, budgeting, economics, or government efficiency.

• Authorizes the commission to review state executive branch departments and the University of Alaska annually, assess whether entities should continue, be discontinued, restructured, or transferred, and submit reports with draft legislation to the legislature within 10 days of the legislative session following the review year.

• Creates a criminal violation for hindering the Alaska Sunset Commission or its staff in assembling or furnishing requested information, punishable by a fine of not more than $5,000.

• Grants the commission power to hold public hearings, issue subpoenas, compel witness testimony, inspect confidential state records and files, and attend all state entity meetings including those closed to the public.

• Provides that if commission recommendations are not implemented by law, reviewed entities will automatically expire on June 30 of the fiscal year following their review.
