Amends AS 18.08.010 to include "care for major emergencies" alongside trauma care in the department's responsibilities for coordinating, assisting, educating, and training emergency medical services providers.

Expands the department's authority to establish a process allowing hospitals and clinics to represent themselves as capable of treating major emergencies if they voluntarily meet department-adopted criteria based on applicable national evaluation systems.

Adds a new definition to AS 18.08.200 specifying that "major emergency" includes a heart attack or stroke.
