AK HB2

Establishes the "Israel Anti-Discrimination Act" requiring public agencies to include contract provisions prohibiting contractors from engaging in boycotts or discriminatory actions against the State of Israel or entities doing business with Israel.

Applies to contracts for services or supplies with entities having 10 or more employees and contract values of $100,000 or more; excludes the Alaska Permanent Fund Corporation.

Specifies that violations of the anti-discrimination provision render contracts void as against public policy, and that statements by contractors about participating in Israel boycotts constitute evidence of violation.

Includes a constitutional savings clause stating the provision is not intended to infringe on protections under the Alaska Constitution or the First Amendment to the U.S. Constitution, and provides that conflicting state, federal, or local anti-discrimination laws take precedence.

Authorizes the Commissioner of Administration to adopt implementing regulations without establishing exceptions to the law's operation; applies to contracts entered into on or after the effective date.
