Amends AS 39.52.120(b) to add an exception allowing Board of Fisheries and Board of Game members to participate in matters despite personal or financial interests, provided the exception is as provided in AS 39.52.220(c).

Modifies AS 39.52.220(a) to clarify that the conflict of interest disqualification rules apply to all board and commission members except those serving on the Board of Fisheries or Board of Game, which have their own rules under subsection (c).

Creates new AS 39.52.220(c) allowing Board of Fisheries and Board of Game members with personal or financial interests in fish or game-related businesses or organizations to deliberate and participate in matters, but prohibits them from voting if a violation would otherwise occur.

Includes the immediate family members of Board of Fisheries and Board of Game members in the disclosure requirements regarding fish or game-related business interests.

Bill takes effect immediately upon enactment.
