Increases annual prize limits from $500,000 to $3,000,000 for electronic pull-tab activities conducted directly or through operators, while maintaining $2,000,000 limits for other activities.

Adds comprehensive regulatory requirements for electronic pull-tab systems including independent gaming laboratory certification, central server installation in Alaska, maximum 90% payout, maximum 15,000 tickets per series, and device limitations (5 for vendors, 10 for operators/organizations).

Removes requirement for National Association of Fundraising Ticket Manufacturers serial number labels, instead requiring department-approved sealing or encryption methods for both paper and electronic pull-tabs.
