Defines "child" and "preborn child" as a natural person from the moment of conception (when sperm and egg fuse) until 18 years of age, and declares intentionally causing death of a natural person is not protected by the right to privacy under Alaska Constitution Article I, Section 22.

Repeals existing abortion procedure regulations and statutes related to "murder of an unborn child," replacing them with expanded protections that apply from conception forward.

Prohibits guardians and agents from consenting to abortion except when necessary to preserve the life or prevent serious impairment of the health of the pregnant woman; removes abortion from minor medical consent and power of attorney provisions.

Makes state assets and personnel unavailable to implement federal laws or orders requiring abortion facilitation, and authorizes the attorney general to defend citizens prosecuted by federal government for violating federal abortion mandates.

Takes effect immediately and declares all provisions non-severable; any judicial challenge to one provision invalidates the entire Act.
