Establishes the "Responsible Judges Act" to clarify grounds and procedures for impeaching Alaska judges at all court levels.

Defines malfeasance to include exercising legislative power, making this an impeachable offense for supreme court justices, court of appeals judges, and superior court judges.

Requires impeachment proceedings to originate in the Alaska Senate with two-thirds approval, be tried by the House of Representatives with two-thirds vote required for conviction, and be presided over by a designated supreme court justice.

Limits impeachment judgment to removal from office only, but specifies that the legislature's impeachment judgment is not subject to judicial review.

Takes effect immediately upon enactment.
