Establishes state preemption over extreme risk protective orders, prohibiting municipalities and political subdivisions from enacting orders, ordinances, or regulations related to such protective orders against Alaska residents.

Declares federal and state extreme risk protective orders unenforceable in Alaska if they infringe on constitutional rights, including the right to keep and bear arms and freedom of speech.

Prohibits state agencies and political subdivisions from accepting federal grant funding to implement extreme risk protective orders against Alaska residents.

Makes it a class C felony for any individual, including peace officers, who attempts to enforce a federal or state-implemented extreme risk protective order against an Alaska resident.

Applies the felony provision retroactively to extreme risk protective orders filed before, on, or after the act's effective date, which is immediate.
