Establishes personal liability for public health officials employed by the state or political subdivisions for damages resulting from negligence, recklessness, or intentional misconduct when issuing public health guidance, recommendations, or mandates.

Declares that public health officials who issue or affirm guidance, recommendations, or mandates from other entities without reaching their own conclusions and professional opinion regarding their prudence are considered negligent and subject to civil liability.

Defines "public health official" as a licensed medical or public health expert employed by the state or a political subdivision of the state.

Applies the law prospectively to public health guidance, recommendations, or mandates issued on or after the effective date of the Act.
