Adds "deprive anyone of a civil right" as a seventh form of coercion under AS 11.41.530(a), making it illegal to compel or coerce another person into depriving someone of a civil right.

Creates a new subsection (d) stating it is not a defense to prosecution for civil rights deprivation that the defendant was a public official acting in good faith within the scope of employment.

Upgrades interference with constitutional rights from a class A misdemeanor to a class C felony under AS 11.76.110(c).

Applies all amendments to offenses committed on or after the effective date of the Act.
