Creates new crime of female genital mutilation (AS 11.41.275) prohibiting the practice on females under 18 years of age, with exceptions for licensed health care providers performing medically necessary procedures during labor/birth or to correct anatomical abnormalities or remove diseased tissue.

Establishes female genital mutilation as an unclassified felony with mandatory minimum sentence of at least 5 years imprisonment and up to 99 years, with maximum fine of $500,000.

Requires permanent revocation of professional licenses for physicians, direct-entry midwives, nurses, and other health care providers convicted of female genital mutilation under AS 11.41.275.

Establishes 10-year statute of limitations for prosecution of female genital mutilation offenses or until the victim's 28th birthday, whichever is later.

Eliminates spousal privilege and confidential marital communications in prosecutions for female genital mutilation, allowing both spouses to testify against each other; directs Department of Health to establish educational and outreach activities targeting immigrant populations.
