Adds new power for second class boroughs to establish an exemption process allowing land owners to file or record unplatted subdivision documents without prior approval by the platting authority.

Modifies AS 29.40.180(a) to permit filing of subdivision plats in public recorder's offices if they either have platting authority approval or meet requirements of a borough exemption process established under AS 29.35.210(b)(7).

Amends AS 40.15.070(a) to allow subdivisions to be filed and recorded without platting authority approval when they meet exemption process requirements, creating an exception to the general approval requirement.

Takes effect immediately upon enactment under AS 01.10.070(c).
