Amends AS 14.20.020(g) to clarify that retired teachers with valid Alaska teacher certificates may teach as long-term substitute teachers for not more than 165 consecutive days of a school term, with "long-term substitute teacher" defined as employment for more than 20 consecutive days.

Creates new AS 14.20.225 establishing a $5,000 annual incentive payment in January for teachers employed by districts or the department who hold current and valid national board certification.

Requires districts and the department to reimburse teachers pursuing initial or renewal national board certification for all associated costs including course materials, registration, and testing, with reimbursement required within 60 days of request.

Repeals AS 14.16.050(a)(3)(C) and AS 14.20.220(e) and (g), which previously limited the number of years of out-of-state school experience that could be substituted for in-state experience in teacher salary scales.

Section 2 establishing national board certification incentives and reimbursement takes effect July 1, 2024.
