Establishes the University of Alaska major maintenance and modernization fund as a separate state treasury fund to finance major maintenance and modernization projects for existing University of Alaska facilities.

Requires the Board of Regents to develop a comprehensive plan for major maintenance and modernization projects and submit it to the legislature by the 30th legislative day of each regular session, including project locations, scopes, budgets, and condition documentation.

Authorizes the Board of Regents to use fund money without further appropriation for approved projects and for financing arrangements including debt, lease-to-own agreements, and public-private partnerships.

Expresses legislative intent to appropriate not less than $35,000,000 to the fund each fiscal year.

Repeals the existing University of Alaska building fund (AS 37.05.555) and includes a transition provision listing specific pre-approved maintenance and modernization projects across all University of Alaska campuses.
