Changes the Alaska Bar Board of Governors from an elected body to an appointed body with the governor making appointments subject to legislative confirmation by majority vote in joint session.

Establishes a 12-member board composed of: two members from the first judicial district, four from the third judicial district, two from the combined second and fourth judicial districts, one at-large member, and three public members.

Maintains the three-year term length for board members with a triennial rotation system where four members are selected each year.

Requires gubernatorial appointments to fill board vacancies, with new appointees subject to legislative confirmation and serving through the expiration of the unexpired term.

Allows current board members serving on the effective date to continue until their terms expire, with new appointment procedures applying to subsequent vacancies.
