Allows persons aged 16 and 17 to preregister to vote by providing standard voter registration information to a registration official or voter registration agency.

Preregistering minors must declare they will be 18 years of age or older within two years after the date of preregistration, instead of the standard 90-day requirement for regular registration.

The division shall automatically register preregistered persons 90 days before they reach 18 years of age and send them a registration card.
