Creates the military and veteran family help desk within the Department of Military and Veterans' Affairs to serve as a central point of contact for military members, veterans, and their families seeking information, resources, and state services.

Requires the help desk to provide information about state statutes, regulations, and court decisions, and to cooperate with the University of Alaska in researching issues affecting military families.

Mandates coordination with local veteran service organizations, military installations, federal military departments, municipalities, and other state departments to identify needs, enhance service delivery, and improve assistance related to workforce development, employment, health, education, and child care access.

Directs the help desk to work with the Department of Labor and Workforce Development and Department of Commerce, Community, and Economic Development to reduce employment barriers for military spouses, and to assist municipalities near military installations in creating military and veteran family liaisons upon request.

Requires the help desk to submit an annual report to the adjutant general and takes effect immediately upon enactment.
