Changes terminology from "armed forces" to "uniformed services" in permanent fund dividend eligibility rules, expanding the definition to include Army, Navy, Air Force, Marine Corps, Coast Guard, Space Force, and the Commissioned Corps of the National Oceanic and Atmospheric Administration and Public Health Services.

Allows spouses and dependents of uniformed services members to remain eligible for permanent fund dividends during absences from Alaska while accompanying the active duty member.

Adds new eligibility for individuals attending approved vocational programs that train students for careers in the United States merchant marine in engine, deck, or steward departments with seagoing service requirements.

Expands the definition of "family member" to apply throughout the statute instead of only for purposes of terminal illness care provisions.

Takes effect January 1, 2024, and applies to the 2024 qualifying year for the 2025 dividend year and thereafter.
