Requires the Department of Family and Community Services to develop a shared screening methodology with agency partners and advocacy organizations to identify victims of sexual abuse, sex trafficking, and commercial sexual exploitation.

Mandates shelters for runaway minors to screen minors upon intake and whenever circumstances indicate heightened risk for sexual abuse, sex trafficking, or commercial sexual exploitation using the department's screening methods.

Requires the department to screen children in its custody upon initial commitment and when information indicates heightened risk of victimization relating to sexual abuse, sex trafficking, or commercial sexual exploitation.

Requires the department to investigate the experiences, determine primary factors for absence, and screen children who were missing, abducted, or ran away when located to determine victimization status.

Defines "commercial sexual exploitation" as the sexual abuse or exploitation of a child for financial benefit or in exchange for anything of value.

Sets a one-year deadline from the act's effective date for the department to develop and begin using the shared screening methodology.
