Establishes an administrative regulation review division as a permanent staff agency under the Legislative Budget and Audit Committee to review regulations filed by the lieutenant governor.

Creates new requirements for state agencies to submit proposed regulations to the division and requires the Legislative Affairs Agency to review proposed regulations for legal sufficiency and consistency with legislative intent.

Expands the scope of the Administrative Procedure Act from AS 44.62.010-44.62.319 to AS 44.62.010-44.62.325 to include new legislative review provisions.

Requires standing committees of the legislature to review proposed regulations before adoption and transmit findings to the administrative regulation review division; standing committees must determine whether regulations properly implement legislative intent.

Makes regulations submitted to the governor subject to return within 30 days if inconsistent with faithful execution of laws or to enable response to specific issues raised by the administrative regulation review division.
