Establishes a new permitting, leasing, and sales system for remote recreational cabin sites on state land available to eligible Alaska residents.

Eligible applicants are residents at least 18 years old who have not leased or purchased a remote recreational cabin site or held a permit for one within the 10-year period before applying.

Allows applicants to nominate up to 10 acres of available unencumbered state land for remote recreational cabin sites outside the commissioner's annual schedule of offerings.

Permits are issued for up to 5 years (renewable up to 4 times for 5-year periods), leases for up to 10 years (renewable up to 2 times for 10-year periods), and sales must be at fair market value with applicants paying appraisal, survey, and platting costs.

Exempts remote recreational cabin site permits, leases, and sales from written findings and best interest finding requirements that typically apply to state land disposals.
