• Changes access road construction standards from mandatory ("shall") to permissive ("may") low-standard construction, and removes state maintenance obligations.

• Increases the state land disposal income fund deposit threshold from $5,000,000 to $12,000,000 before excess funds transfer to the general fund.

• Extends maximum payment period for state land purchase contracts from 20 years to 30 years and replaces foreclosure language with contract termination procedures.

• Creates a new commercial land development program allowing the commissioner to lease state land for commercial purposes through a request-for-proposals process, with lessees eligible to purchase leased land at fair market value.

• Modifies agricultural land restrictions to allow landowners to construct housing, farm improvements, and subdivide land consistent with primary agricultural use, and removes mandatory farm development plan requirements unless the commissioner permits modifications for hardship.
