Adds new statute AS 44.12.400 establishing that Alaska's time throughout the calendar year shall be Alaska standard time advanced by one hour (permanent daylight saving time).

Makes the provision conditional on Congress amending federal law by December 31, 2031 to permit states to observe daylight saving time year-round.

Requires the Attorney General to notify the Revisor of Statutes if federal law is amended to allow year-round daylight saving time observation.

If federal law permits year-round daylight saving time, the new statute takes effect on the first Sunday in November following the federal law's enactment, or the following year if the federal law takes effect between October 1 and the first Sunday in November.
