Requires courts to order defendants convicted of crimes to make restitution to victims unless they expressly decline, including compensation for lost income, child care, elder care, transportation, and expenses incurred during investigation, prosecution, or court attendance.

Expands restitution to include compensation to nonprofit organizations for the value of volunteer labor or goods necessary to alleviate or mitigate effects of the defendant's crime.

Directs courts to consider public policy favoring criminal compensation for damages and injury, and the financial burden placed on victims and service providers when determining restitution amounts and payment methods.

Applies only to offenses committed on or after the effective date of the Act.
