Increases annual business license fee from $50 to $100 per year, with reduced fee of $25 to $50 for sole proprietorships owned by seniors (65+) or disabled veterans.

Doubles business license endorsement fees from $100 to $200 for both initial issuance and renewal.

Allows the department to adjust occupational regulation fees so that appropriated funds under AS 43.70.080 can offset fees, with consideration given to the relationship between regulatory costs and income levels in each occupation.

Requires the department to expand exceptions to cost-recovery fee requirements by adding a new subsection (l) to existing fee regulation provisions.

Takes effect October 1, 2024.
