Establishes separate validity periods for plumber and electrician certificates: journeyman level certificates valid for two years and trainee level certificates valid for six years.

Sets application fee at $50 for certificates of fitness and establishes issuance fees of $200 for trainee level certificates and $300 for journeyman level certificates, with fees prorated for less than two-year periods.

Adds definition clarifying that "department" means the Department of Labor and Workforce Development.

Allows the Department of Labor and Workforce Development to reissue trainee level certificates issued after July 1, 2022, without requiring reapplication or repayment of fees if the certificate is valid, in good standing, and the holder has not had a certificate cancelled in the past six years.

Takes effect July 1, 2024.
