CSHB 293(STA) Summary

• Removes the requirement that applicants for commercial driver's licenses be domiciled in Alaska, allowing the department to issue licenses to disqualified persons from other jurisdictions.

• Creates a new non-domiciled commercial instruction permit for persons aged 18+ who are domiciled in a foreign jurisdiction or another state with qualifying commercial motor vehicle testing and licensing standards, valid for up to one year.

• Establishes a non-domiciled commercial driver's license category for foreign drivers and out-of-state residents who meet federal requirements, including possession of valid employment authorization or passport documents.

• Requires non-domiciled commercial driver's licenses and permits to be clearly marked "non-domiciled" on the face of the document and to expire on the earlier of the federal expiration date or one year from issuance.

• Requires holders of non-domiciled commercial driver's licenses to notify the department of any adverse driving-related actions taken by other jurisdictions as required by federal law.

• Takes effect immediately upon enactment.
