Authorizes the Department of Fish and Game to implement electronic monitoring and on-board observer programs in fisheries as authorized by the Board of Fisheries, with on-board observer programs required to be as unintrusive as practicable and have predictable scheduling.

Empowers the Board of Fisheries to require electronic monitoring and observers on registered fishing vessels, with the board making a written determination that on-board observer programs are the only practical data-gathering mechanism, will not unduly disrupt the fishery, can be conducted at reasonable cost, and can be coordinated with other agencies' observer programs.

Defines "electronic monitoring" as collection and tracking of data on board fishing vessels using software and electronic components, including video recorders.

Allows the Board of Fisheries and Department of Fish and Game to adopt regulations implementing the bill's changes, with regulations taking effect under the Administrative Procedure Act but not before the law's effective date.

Takes effect January 1, 2025, except for the regulations provision which takes effect immediately.
