Establishes gold and silver specie (coin or bullion stamped with weight and purity) as legal tender in Alaska, including specie issued by the federal government, foreign governments recognized by the U.S. Department of State, and the state government (with court approval).

Prohibits boroughs and cities from levying or collecting sales or use taxes on the sale or exchange of specie.

Specifies that persons are not required to accept gold or silver specie as payment.

Directs the Legislative Budget and Audit Committee to study the feasibility of establishing additional forms of legal tender for payment of debts, taxes, and other obligations owed to the state, and to prepare legislation if determined practical and beneficial.
