Designates the state-owned and state-operated international airport at Fairbanks as the Vic Fischer Fairbanks International Airport under AS 35.40.133.

Requires the commissioner to consult with the Aviation Advisory Board before permanently filling the chief administrative officer position at either the Ted Stevens Anchorage International Airport or the Vic Fischer Fairbanks International Airport.

Updates the definition of "Alaska international airport system" in AS 44.42.290(1) to include the Vic Fischer Fairbanks International Airport alongside the Ted Stevens Anchorage International Airport.
