HB 304 - Location of Legislative Sessions

• First regular sessions convene at the state capital; second regular sessions must convene at a location at least 50 miles outside the capital, designated by joint session during the first regular session or by legislative leadership within one hour of adjournment.

• Replaces references to "municipality" with "location" in campaign finance and ethics laws to clarify that contribution and fundraising restrictions apply to wherever the legislature convenes, not just the capital city.

• Allows legislators and legislative employees to solicit and accept campaign contributions outside the session location during the 90 days before an election, expanding opportunities compared to previous restrictions tied only to the capital city.

• Extends various administrative provisions (chief clerk duties, member reimbursement, lobbyist registration, student guest programs) to reference "location of the session" in addition to the capital city.

• Amends emergency relocation authority to permit temporary transfer of both the seat of government and legislative sessions to alternate locations during enemy attack or imminent attack emergencies.
