Amends AS 28.20.330(b) to change the proof of financial responsibility requirement period from "during the period the person has a license or nonresident's operating privilege" to a fixed three-year term.

Proof of financial responsibility must now be maintained for three years from the date the judgment is stayed or satisfied, regardless of license status.

Removes the previous requirement that tied proof of financial responsibility maintenance to active licensing status.
