Increases the regulatory cost charge for public utilities and pipeline carriers from 0.7 percent to 0.98 percent for commission operations and from 0.17 percent to 0.22 percent for public advocacy functions.

Exempts electric power generating plants and energy storage devices with combined capacity of less than 15,000 kilowatts from requiring preapproval for construction under the regulatory commission.

Exempts utilities that provide residential waste collection services in competitive markets (where two or more utilities compete) from regulatory provisions.

Applies the same increased regulatory cost charge percentages (0.98 percent and 0.22 percent) to pipeline carriers operating in Alaska.

Takes effect immediately upon enactment.
