Amends AS 44.21.470 to define "public agency" as the federal government or a state or municipal government, explicitly excluding tribal governments and entities receiving federal or state/municipal funding.

Overturns the Alaska Supreme Court's 1979 decision in Flores v. Flores that classified the Alaska Legal Services Corporation as a "public agency" for purposes of court-appointed counsel in child custody cases.

Defines "volunteer guardian ad litem" as a court-appointed special advocate (CASA).

Applies the amended definition to appointments occurring on or after July 1, 2024.
