Allows law enforcement agencies to request current or most recent wireless device location from carriers without delay if they assert reasonable belief the device belongs to someone in an ongoing emergency involving risk of death or serious physical harm.

Restricts location requests to individuals acting in official law enforcement capacity while responding to the emergency; violators are guilty of a class A misdemeanor.

Provides legal immunity to wireless carriers and their officers, agents, and employees for providing location information in good faith compliance with the law.

Requires wireless carriers authorized to do business in Alaska to submit emergency contact information annually by June 15 to the Department of Public Safety and immediately report any changes.

Directs the Department of Public Safety to maintain an emergency contact database and adopt regulations establishing qualifications for authorized requesters, limits on use and dissemination, and record-keeping requirements.
