Modifies AS 25.23.130(a) to preserve legal relationships between an adopted person and their siblings, exempting siblings from the termination of relationships with other biological relatives.

Modifies AS 25.23.130(d) to preserve legal relationships between a child and their siblings when parental rights are terminated, exempting siblings from being treated as strangers to the biological parent's relatives.

Adds new subsection AS 25.23.130(g) defining "sibling" to include persons related by blood, adoption, or marriage as a child of one or both parents, or persons raised together in the same household in the same manner as related children.

Applies these changes to matters within Alaska court jurisdiction involving both in-state and out-of-state adoption decrees and terminations of parental rights.
