Increases civil penalties for oil discharges to state waterways: $50 per gallon (freshwater anadromous streams), $12.50 per gallon (estuarine/saltwater), and $5 per gallon (other environments), up from previous rates of $10, $2.50, and $1 respectively.

Raises penalties for unpermitted crude oil discharges exceeding 18,000 gallons to $20 per gallon for the first 420,000 gallons and $30 per gallon for amounts exceeding 420,000 gallons, with a maximum cap of $500,000,000.

Multiplies oil discharge penalties by a factor of five when caused by gross negligence, intentional acts, or failure to take reasonable containment measures.

Establishes administrative penalties of $500-$10,000 per violation for serious or repeat oil discharges, enforced by the Department of Environmental Conservation.

Requires all civil and administrative penalty amounts to increase every 10 years based on the Consumer Price Index for urban Alaska, using January 2023 as the reference base.
